Board of Regents

The Board of Regents is comprised of individuals appointed by the College's Board of Governors who are interested in the development and endowment of Thomas Aquinas College. The Regents aim to introduce the College to new friends and potential benefactors and in general to foster and advance the welfare of the College.

James N. Scanlon is Chairman of Scanlon, Guerra, Jacobsen & Burke Insurance Brokers in Woodland Hills, CA, a firm he founded in 1985 to undertake comprehensive risk management and insurance consulting. He has been in the insurance business since 1981, and is a licensed broker/agent in 41 states for property, casualty, life, and health insurance. He is a member of numerous professional organizations, including the Agency Peak Performance Exchange, the Building Industry Association, and Independent Insurance Agents/Brokers. He obtained his B.A. in history from Loyola Marymount University in Los Angeles. (Elected, Nov. ‘02)

William M. Costigan, M.D. is a native Californian who grew up in Thousand Oaks. Dr. Costigan received a Bachelor of Science degree in engineering from the University of California at San Diego in 1988, where he was the class valedictorian. He attended Tulane University in New Orleans, where he earned a master's degree in health administration. Having had a desire to become a doctor from a young age, he then enrolled in the University of Southern California Medical School and earned an MD. Specializing in spinal surgery, Dr. Costigan has studied in some of the most prestigious medical institutions in the world, including Oxford University and the University of Nottingham. Currently, he is a partner with Congress Medical Associates, Inc., a multi-specialty orthopedic medical practice in Pasadena, California. Having witnessed God using the waters of Lourdes to heal a sick friend, he is now a Provisional Knight in the Order of Malta, known around the world for its annual pilgrimages to this shrine of Our Lady. Scott Daily is the President and founder of Matilija LLC, an investment company that manages a diversified private portfolio of investments. His business experience includes commercial and residential real estate, citrus ranch management and investment management. He currently serves as President of Legatus for the Ventura-Los Angeles Valley Chapter, is President of the International Theological Institute American Foundation, and is a member of Rancheros Adolfo. He earned an M.B.A. from Vanderbilt University in strategic business management, in addition to studying international business at the E.S.S.E.C. Ecole de Management in Paris. He received a B.A. in business from the University of Southern California with an emphasis in Accounting and Real Estate Finance. He is a fourth generation native of Ventura County. James T. Fahey is a Product Manager at SanDisk Corporation in Milpitas, California, where he manages flash-memory based card products for the mobile market. His technology background includes Product Marketing, Product Management, and Semiconductor Design roles both in the Silicon Valley and in Europe as well as a B.S. in Electrical Engineering and Computer Science from UC Berkeley. He earned a B.A. in Liberal Arts from Thomas Aquinas College in 1994 and is currently pursuing a Masters Degree in Philosophy part-time from the International Catholic University. He is a Third Order Carmelite (OCDS) in the Infant Jesus Carmelite Community in Santa Clara, California. A former wine steward, he enjoys broadening his knowledge of wine by visiting the greatest wineries and wine regions in California and around the world. (Elected, Feb. '08)

Jeffrey A. Ketelhut is the Senior Associate Director of Customer Relationship Management at Amgen, Inc., a biotechnology corporation based in Thousand Oaks, CA, which he joined in 1992. He has worldwide responsibility for the success of the Sales & Marketing organization through the use of information technology. He previously served for Dataproducts Corporation in Woodland Hills, CA, where he held positions in logistics, production control, and materials management. He is a member of the American Production & Inventory Control Society (APICS), the Association for Quality & Participation (AQP), and the California Council of Quality and Service (CCQS). He obtained his B.S. in management science, production and operations management from California State University, Northridge, and his M.B.A. from Pepperdine University. (Elected, Nov. ‘03)

Alexander E. Lessard, formerly President of The Palisades Financial Group in Los Angeles, is a founding partner of TA Wealth Management within UBS Financial Services Inc., with offices in La Jolla and Los Angeles. The focus of TA Wealth Management is the Tactical Allocation of assets throughout all stages of wealth accumulation, preservation and transfer. Alex holds a Bachelors degree (B.A.), Summa cum laude, from the University of St. Thomas (1985); a doctorate in Systematic Theology and Ethics (Ph.D.) from Boston College (1997); and a Masters of Science in Financial Services (MSFS), with a concentration in complex business and estate planning, from The American College (2003). He holds the Certified Financial Planner (CFP) designation and has passed Level One of the Charered Financial Analyst Program (CFA). In addition to being a member of the Board of Regents, Alex serves on the board of InsideCatholic.com and Morley Publishing in Washington, DC; as the Program Director on the Pasadena Chapter Board of Legatus International; and as Treasurer of St. Monica Academy in Pasadena, CA. Alex has been married to Angela (née Grimm) since 1991 and their ninth child was born in February 2008." (Elected, Feb. '08)

Robert V. Libertini is the Financial Operations Principal and Treasurer of Cabrera Capital Markets, Inc., in Chicago, IL. He is also Director of Midtown Cultural Center, Inc., in Chicago, where he has been since 1996. He received his B.S. in Economics and Finance in 1984 from Boston College, where he obtained his M.S. in Finance in 1987. He spent seven summers in Lithuania establishing English and Catechism programs for junior high and high school-aged boys. While there, he became involved in business, starting a stock brokerage company and two grocery stores.

Gerard T. Weisbecker is Senior Vice-President at Griffin Industries bringing the international investment community to the firm to enhance and expand its real estate investment and development platform. He was Senior Exec VP and CIO of Banco de la Nacion Argentina, the commercial arm of the Argentine Central Bank where he managed the 18 billion U.S. dollar portfolio of the bank. From there he began a successful 20 year career as partner and managing director with Kidder, Peabody and Company, a long standing investment banking firm. After their buyout in 1994, he successfully transitioned into a managing director role at Merrill Lynch and Stone and Youngberg LLC. Jerry received his Bachelor of Science degree in Economics and Finance from St. Johns University in New York and completed graduate courses in Financial Management of Commercial Banks at The Wharton School of the University of Pennsylvania. He was a commissioned officer in the United States Army. He is a past chapter president of Legatus Int'l, a world renowned business leaders' organization. Jerry and his wife Francine have been married for 40 years and have three grown boys and four grand children. They are active in many local political, social and religious groups which keep them very busy in addition to their ever so cherished grand-parenting duties. (Elected, Feb. '08)
